In 1951 MGM (and other Hollywood studios) had large local currency balances in Europe which could not be converted into dollars.

Also, very cheap costs for extras and getting away from the strong Hollywood craft unions were additional reasons to shoot in Italy and the UK.

In my view the absence of CGI instead of "cast of thousands" extras was a big plus.
